Luck is not chance It's Toil Fortune's expensive smile Is earned The Father of the Mine Is that old-fashioned Coin We spurned

The poem is saying that luck isn't something that just happens, like chance, you have to work for it. It's also saying that money is earned, and fortune is worked for. We have to stuggle to survive in life. In the poem there was personification and assonance. Personification was used for fortune when the poem said "Fortune's expensive smile," which is saying that Fortune is smiling. Assonance was used for earned and spurned. The theme of the poem was "Luck comes from hardwork, not chance."
